    Problem bank list hits 775
NEW YORK (CNNMoney.com) -- The government's list of troubled banks climbed to its highest level since 1992 in the first quarter, although the pace of growth moderated, according to a government report published Thursday.

The numbers, published as part of a broader survey on the nation's banking system by the Federal Deposit Insurance Corporation, revealed that the number of banks at risk of failing climbed to 775 during the first quarter.
That figure stood at 702 in the fourth quarter of 2009. A year ago, the number of banks on the FDIC's watch list was 305. Loan losses, particularly in areas like commercial real estate, have hit many lenders hard.

Still, the fact that the number of problem banks rose by just 10% from the end of the year may suggesting that some of the festering troubles in the industry are starting to subside.

"You can clearly see the rise in problem institutions moderated in the first quarter," said FDIC Chairman
Banks that end up on the problem list are considered the most likely to fail. But few of the lenders on the list actually reach the point of failure. On average, just 13% of banks on the FDIC's problem list have been seized and shuttered by regulators.

The names of the banks on the list are never made available to the general public by regulators out of fear that depositors at those institutions may prompt a so-called "run on the bank.

Problems peaking? The FDIC also reported a much-needed increase in its deposit insurance fund, which covers customer deposits when a bank fails.

The fund grew by $145 million during the quarter -- the first increase in two years. It still continues to operate in the red however, reporting a deficit of $20.7 billion. That number also takes into account money the agency set aside in anticipation of future bank failures.

So far this year, 72 banks have failed. Bair said Thursday she expected that number to continue to climb, with smaller institutions among the most likely victims.

She noted however, that the agency was expecting the number of failures to peak at some point this year given that there are signs of improvement in some loan categories. She added that many troubled firms have been helped after locating new sources of capital.

Overall, the report painted a more healthy picture of the banking industry than a year ago.

Big banks rake it in again
Banks and other institutions insured by the FDIC collectively earned approximately $18 billion during the quarter. That's the highest profit since the first quarter of 2008 and was a more than three-fold increase from a year ago.

Much of that jump was attributed to big banks like Citigroup (C, Fortune 500) and Bank of America (BAC, Fortune 500), who returned to profitability in the latest quarter.

Another notable aspect of the latest quarterly report was a decline in the number of institutions insured by the FDIC to below 8,000. That's the first time that's happened in the agency's 76-year history. Two decades ago, the FDIC insured more than 16,000 institutions nationwide.

The latest reading on the health of the industry provided little boost to bank stocks Thursday, however.

The KBW Banking index fell more than 3% respectively in midday trading on broader fears about the European debt crisis and uncertainty regarding Wall Street reform efforts in Washington

Fed says Europe crisis threatens U.S. economy
    http://www.reuters.com/article/idUSTRE64J4HU20100520
Reuters) - Europe's debt crisis poses a risk to the U.S. economic recovery, both through financial market stresses and damage to international trade, Federal Reserve Board Governor Daniel Tarullo will say on Thursday.

In testimony prepared for delivery before two congressional subcommittees, Tarullo argues that while Europe's problems must be resolved by the authorities there, the potential implications for the United States are not negligible.

"If sovereign problems in peripheral Europe were to spill over to cause difficulties more broadly throughout Europe, U.S. banks would face larger losses on their considerable overall credit exposures," Tarullo said.

    Jobless Claims Increase
    http://online.wsj.com/article/SB100...56112299027150.html?mod=WSJ_hps_LEFTWhatsNews
By SARAH N. LYNCH And TOM BARKLEY

In a troubling sign for the U.S. labor market, the number of workers filing new claims for unemployment benefits unexpectedly surged last week to wipe out most of the recent declines.

Separately, sharply lower building permits caused the index of leading economic indicators to fall in April for the first time since March 2009.

The Labor Department said in its weekly report Thursday that initial claims for jobless benefits rose by 25,000 to 471,000 in the week ended May 15. Economists who were surveyed by Dow Jones Newswires had predicted claims would fall by 4,000.

The previous week's level was revised upward as well, to 446,000 from 444,000.

The Labor Department's report on Thursday showed that the four-week moving average, which aims to smooth volatility in the data to help paint a better picture of the underlying trend, increased for the week ended May 15. The four-week moving average went up by 3,000 to 453,500 from the previous week's unrevised average of 450,500.

Total claims lasting more than one week, meanwhile, fell.

A Labor Department economist said on Thursday that this latest report is complete and no state data was estimated. Unlike the spikes in claims that occurred in early April due to seasonal and holiday factors, the economist said this time there's no indication that the increase is related to administrative factors. The spike in claims last week reversed most of the declines since April 10, when claims were at 480,000.

Claims have been among the most stubborn of all U.S. economic indicators, suggesting the job market will take a long time to recover. Although a recent Labor Department report showed that the U.S. economy created 290,000 jobs in the month of April, it also revealed that unemployment had risen to 9.9% as more workers decided to resume their job searches.

In the Labor Department's Thursday report, the number of continuing claims -- those drawn by workers for more than one week in the week ended May 8 -- fell by 40,000 to 4,625,000 from the preceding week's revised level of 4,665,000.

The unemployment rate for workers with unemployment insurance for the week ended May 8 was 3.6%, unchanged from the prior week's unrevised rate.

The largest increase in claims occurred in California, which saw claims rise by 8,351 in the week ended May 8 to due layoffs in the service and manufacturing sectors. Other states with increases included Michigan, New Jersey, Georgia and Puerto Rico. The largest decreases, meanwhile, occurred in New York, Kentucky, Connecticut, Missouri and New Hampshire.

    Leading Indicators Retreat
The leading index fell 0.1% last month after a revised 1.3% increase in March, the Conference Board reported Thursday. The March increase was first reported as 1.4%.

Economists surveyed by Dow Jones Newswires had expected an increase of 0.2% in the April index.

"These latest results suggest a recovery that will continue through the summer, although it could lose a little steam," said Ken Goldstein, economist at the board.

Building permits, supplier deliveries, real money supply and jobless claims dragged down the index. Earlier this week, the Commerce Department reported that April building permits plunged 11.5%.

Only four of the 10 leading indicators increased in April. The most positive indicators were the interest rate spread and stock prices.

The coincident index increased 0.3% in April after an unrevised 0.1% gain in March.

The lagging index inched up 0.1% last month after a revised 0.1% gain, first reported as a 0.2% increase
