Vietnam Ruling Party May Back Dung for Second Term as Inflation Risk Rises

    January 18, 2011
VietFinanceNews.com - Vietnam’s ruling party may ensure Prime Minister *************** gets a second term today, a move that would be welcomed by investors who expect him to promote policies to curb inflation and shore up government finances.

The Communist Party’s Central Committee, picked by delegates two days ago, will appoint a Politburo, which now has 15 members. Dung will likely be reappointed to Vietnam’s top decision-making body paving his way to another five year term when the National Assembly meets in May, according to Edmund Malesky, a lecturer at the Center on Pacific Economies at the University of California, San Diego, and Carlyle A. Thayer, a professor at the Australian Defence Force Academy in Canberra.

Dung’s return “would be good for the market overall,” Ngo The Trieu, who oversees $1.1 billion as head of public investment at Prudential Vietnam Fund Management Co., said by phone. “The risks are now well recognized by the government.”
(Ông Ngo The Trieu - Giám đốc quỹ đầu tư 1,1 tỷ USD Prudential Vietnam Fund Management cho rằng: "Sự trở lại của Thủ tướng Dũng sẽ rất tích cực cho thị trường do Chính Phủ của Thủ tướng Dũng đã nhận thức rất tốt các nguy cơ đang cần giải quyết)

Vietnam is seeking to regain investor confidence after a year that saw three ratings downgrades, two currency devaluations and a lending surge. The benchmark VN Index has gained the most among Asia’s 15 biggest markets since party leaders on Jan. 12 began the country’s biggest political event by warning of inflation and targeting stable growth.

“Behind the bad news are economic challenges that are manageable if appropriate policy steps are taken,” VinaCapital Investment Management Ltd., which manages $2 billion, said in a report released this week. “A concerted effort to lower inflation appears to be underway, which is a good first step.”

About 1,400 delegates from across Vietnam are attending the 11th National Congress, an event held every five years to pick the Communist Party’s leaders. The party planned to vote on admitting private business owners as members for the first time.

    Index Gains
The VN Index, Asia’s second-worst performer in 2010 after Shanghai, has gained 4.2 percent in the past five trading sessions to the highest level in six months. The dong, which fell the most among Asian currencies last year, has been little changed in that time. Vietnam’s currency traded at 19,498 per dollar as of 3:15 p.m. yesterday in Hanoi, unchanged from the day before, according to data compiled by Bloomberg.

“With Dung coming back, the government will be more open,” said Than Trong Phuc, managing director of investment fund DFJ VinaCapital LP in Ho Chi Minh City. “You’ll see an accelerating pace of investment.”

Vietnam aims to expand its economy 7 percent to 8 percent per year over the next decade and wants to triple per capita income to $3,000 in that time, party leader Nong Duc Manh said a week ago. Dung’s government has lagged behind nations from Thailand to Malaysia in raising rates to tackle inflation, which reached a 22-month high of 11.75 percent in December.

    ‘Immediate’ Action Required
Last year’s 28 percent increase in lending fueled concern of rising prices and an eventual jump in defaults. Policy makers will likely raise higher interest rates and devalue the dong in the weeks after the meeting, said Hai Pham, a Singapore-based analyst at Australia & New Zealand Banking Group.

“The authorities may have been reluctant to do so in the lead up to the Congress, but Vietnam’s double-digit inflation risk and balance of payments problems require immediate policy actions,” Pham wrote in an e-mail.

Dung, 61, hails from the southern Mekong Delta province of Ca Mau and has held a Cabinet position since 1997. His daughter is married to Henry Nguyen, managing partner of IDG Ventures Vietnam, which oversees $100 million invested in technology, media, telecommunications and consumer companies.

Thayer said Dung’s reappointment would “embolden him. There will be nothing to constrain Dung as a decision maker.”

Dung faced criticism before the Congress started over his management of debt-ridden, state-owned Vietnam Shipbuilding Industry Group, known as Vinashin.

    ‘Admitted Mistakes’
“A lot of problems cropped up during his regime but I don’t think you can pin a lot of those to him personally,” said Peter Ryder, the Hanoi-based managing director of Indochina Capital Corp, which oversees $500 million in equities, bonds and real estate. “The most important thing now is for the government to be consistent in the context of monetary policy.”

The Communist Party will also choose Manh’s successor, one of three top leadership positions along with prime minister and president. The frontrunner is National Assembly chairman Nguyen Phu Trong, with Politburo member Truong Tan Sang, 60, likely to become president, said Malesky.
“We don’t really have brand new leadership or any new and interesting characters,” he said.

    Inflation Risk

Sang, who formerly headed the Central Committee’s central economic commission, said inflation risks are “still high” in a Jan. 12 speech to party delegates. The government has been slow to restructure state-run firms, leading to poor performance, he said.
Ông Trương Tấn Sang: Quá trình tái cơ cấu các doanh nghiệp nhà nước vẫn chậm

Vietnam Airlines Corp., the state-owned carrier, this week revived plans to sell shares to investors by the end of next year after shelving the idea during the 2008 financial crisis. State-owned enterprises account for 40 percent of gross domestic product, according to the government.

Trong, 66, studied at the Academy of Social Sciences of the Soviet Union in the early 1980s, according to a biography posted on the Foreign Ministry’s website.

“The Party has sometimes made mistakes, even serious ones,” Trong wrote in an Oct. 19 article. “But what’s more important is that the Party has admitted its mistakes and taken corrective measures.” (Bloomberg)
