OPEC Urges Members to Adhere More Closely to Quotas (Update1)

Sept. 10 (Bloomberg) -- OPEC, whose members supply more than 40 percent of the world''s oil, urged members to adhere more strictly to production quotas after oil prices fell below $100 a barrel in London trading.

Ministers from the Organization of Petroleum Exporting Countries agreed at a meeting in Vienna to a total production limit for 11 members of 28.8 million barrels a day. The lower total reflects the suspension of Indonesia''s membership and is about 500,000 barrels a day below the group''s actual July output.

Iran and Venezuela were among members that urged OPEC to take action to support prices that have slid more than 30 percent from July''s record as slower global economic growth curbs demand. Brent crude oil fell below $100 in London for the first time in five months yesterday.

``Saudi probably doesn''t want a repeat of end-2006 to early 2007 situation when inventories built too much and the market crashed,'''' said Anthony Nunan, assistant general manager for risk management at Mitsubishi Corp. in Tokyo. ``Since Saudi and a few others were producing above quota, it might mean some reduction in supply.''''

Oil prices rallied after OPEC''s announcement, rising as much as 1.4 percent to $104.67 in electronic trading on the New York Mercantile Exchange. Crude for October delivery traded at $104.17 a barrel at 10:13 a.m. Singapore time.

OPEC''s quota for 12 members including Indonesia had been 29.673 million barrels a day. Indonesia''s target had been 865,000 barrels a day, according to Bloomberg data.

`Market Oversupplied''

``Since the market is oversupplied, the conference agreed to abide by September 2007 production allocation (adjusted to include new members Angola and Ecuador and excluding Indonesia and Iraq) totaling 28.8 million barrels a day,'''' OPEC''s communique said. ``Levels with which members committed to strictly comply.''''

OPEC members have increased production this year as Saudi Arabia, the world''s largest producer, sold more barrels to balance shortfalls elsewhere and slake the developing world''s growing thirst for crude. That''s taken output above the group''s agreed targets.

Oil rose to a record $147.27 a barrel in July before falling back to as low as $103.62 today. Most analysts polled by Bloomberg had expected the group to keep production quotas unchanged and production near record levels.

``We should do what we can to keep prices at the level of around $100 a barrel,'''' Venezuelan Oil Minister Rafael Ramirez told reporters at the open session at the meeting yesterday evening. ``We are concerned about the drop of demand by the end of the year.''''

Most of the increase in OPEC production in the past few months has come from Saudi Arabia, which pledged to raise output by 500,000 barrels a day through June and July to calm prices. It hosted an emergency meeting of global oil producers and consumers in Jeddah in June to discuss how to stabilize markets.
